I am trying to read an online textbook, but I get a box saying that pop-ups are blocked.

First, please update to Firefox 31. Update Firefox to the latest release. the version you are using (23) is VERY out of date and insecure. After that, please read Pop-up blocker settings, exceptions and troubleshooting (Note you need to update first)

Hello, you can use the about:permissions also, see : Permissions Manager - Give certain websites the ability to store passwords, set cookies and more

thank you
