Keep removing en-us. Firefox keeps putting it back.

I want my default language (for display and spell check) to be en-uk. I was Welsh as a secondary language for both. Firefox is insisting that the first language is en-us and the secondary is en-uk. No matter how many times I change it, it just puts it back. Is this a Sync problem? intl.locale.matchOS is set to false; general.useragent.locale to en-uk. I have installed the British English and Welsh dictionaries. They do not appear in the dictionaries folder. en-us was in there only and I deleted that. Is there a 64 bit version of Firefox?

More info. I removed and reinstalled Firefox. Now it has installed with 'en-gb' and 'en', which is fine. However, when I add Welsh, although it adds it fine, as soon as I close and reopen Firefox, it's gone again!

There is software like Advanced SystemCare with its Surfing Protection feature that can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.
