A program, www.searchqu.com/406, has hijacked my start up page. How can I remove this program?

www.searchqu.com/406 This redirect program has hijacked my start up page. I don't want their "service". How can I remove it from my computer? I've put it on my block list, run three different clean up, remove virus programs and tried to find it in my installed programs. It repeatedly removes my control panel requests for my own start up page and has made the "use current page" option unavailable.
