Both my PC and my phone are giving me codes to type into the other device

I have already created a Sync account from my PC. Now, when I try to add a device, both the PC and the Android phone are displaying sync codes to be typed into the other device. On my PC under Tools, the menu says "Set Up Sync" even though I already have a Sync account. If I try to set up Sync using the email address I used to set up the account, it says "Already in use." I'm going in circles. Help!

In the pop up window from PS it stated : set up Sync account. After that it goes in another window with two options: Create new account and I arleady have a sync account. chose I already have.
