This is why I have the extension Tab Session Manager installed.

Recently, if I close the other window quickly enough, Firefox will restore both on its own the next restart. Other than going through history and manually opening tabs I don't know how to recover from this, maybe someone else does. But hopefully this suggestion will help in the future.
