For starters, tel me what the sentence means when this is my private PC.
I was looking at my bookmark folders and only half of my folders show and one of those folders shows "empty". An additional 4 or 5 folders do not even show since I started this message.

Nord VPN and some antivirus programs can cause that. If you don't use Nord, look for an AV option to enable/disable https or ssl scanning > disable it.
