fast internet speed but very slow download speed

So my internet speed is around 100 Mbps but i only get 10 to 12 Kbps when download a small file, idk why because i tried using ethernet and it is still 10 to 12 kbps (sorry for bad english)

You will only get as fast as the download site will give you as they may throttle regardless of your speed with your ISP. It is also only as fast as the slowest connection between where you are downloading from and your system.

That has nothing to do with the browser itself but the site your downloading from. That's the theoretical speed and changes depending on site bandwidth and where your connected to.
