With another laptop or desktop computer, download the full Firefox setup from https://www.mozilla.org/firefox/all/#product-desktop-release
Then use a usb drive to transfer the Firefox setup exe to the laptop.
Not sure Windows you installed but you could use the Edge or if a older Windows, Internet Explorer web browsers to download Firefox on the laptop
