I have my bookmarks toolbar showing bookmarks, but when I click on Bookmarks in menu tab and click on "show all", the whole popup window is blank - showing no

When you first launch the Library dialog (Ctrl+Shift+b or "Show All Bookmarks") the "Other Bookmarks" folder might be shown. To view the Bookmarks Menu or Bookmarks Toolbar, click that category in the left column. (Or click All Bookmarks in the left column to show the three "containers" on the right side.)
Hopefully you have a left column...
