cannot really pin the most visited tiles on the new tab

I try to pin the most visited tiles on the new tab. It works temporarily. But wenn I restart the computer and open firefox again, those once pinned tiles turn out become 'unpinned'. The settings are just not really saved. This problem bother me somehow. I am thankful someone can help me to fix it. My system is win7 (32bit), firefox 45.0.1 (32bit).
