When I try to download a form or document off the web, I get a deluge. It just keeps downloading it again and again in rapid succession. The only way I can stop it is to force quit Firefox.

You can have infinite tabs opening if you have selected Firefox as the application to handle a file if you get an Open with download window.
Firefox should not be selected as the application to handle a file and you have to remove the action that is associated with that file type.

Thank you. How do I do that? ent into preferences and it seems to give me no way to select another ap to open a file

Do you see that file type or file extension in Tools > Options > Applications ?

If not then you need to delete mimeTypes.rdf in the Profile Folder to reset all download actions.
