Hi H.A.,
This is usually an issue with CSS(Cascading Style Sheets). This error is known to occur on HTTPS sites. Does the error occur in Firefox without the VPN? If so it may be related to the Firefox setting "DNS-over-HTTPS" which is now enabled by default in the latest versions of Firefox. This is how to disable/enable it (though I don't suggest it) and how this function adds an extra layer of privacy: https://support.mozilla.org/en-US/kb/firefox-dns-over-https
When you go to these "phpBB" sites does Chrome show this as a non-secure connection? Keep in mind that if you are posting and communicating on a Bulletin Board that is on a non-HTTPS connection, i.e. not secure, your info including the site you visited and what you post there could easily be compromised.
