I am using Thunderbird 69.0b3 beta released July 26; this is possibly when this behavior began.

I don't find this issue in the support forum. I don't find a control for it in the Account Settings or Options menus.

Just found this in the beta release notes:

"Known issue - unresolved. Links containing a #reference don't open correctly in the external browser. External browser may open in a background window."

This seems to answer my question above so please consider it closed. I'm leaving it here in case it may help others with the same question.

Just found this in the beta release notes:

"Known issue - unresolved. Links containing a #reference don't open correctly in the external browser. External browser may open in a background window."

This seems to answer my question above so please consider it closed. I'm leaving it here in case it may help others with the same question.

I'm getting the behavior (links open Firefox in background not foreground) with links that have no hashtag (#). If that is what "#reference" means, then the issue is broader than the beta note indicates. The URLs with this behavior do have extensions that start with "?" and include one or more "&" expressions.
