Do you get a blank tab? Often bills and statements are offered in PDF format. Firefox's PDF viewer has improved since its initial launch in Firefox 19, but doesn't support all of the features of Adobe's viewer. If you want to try Adobe's viewer, this article has the steps: View and edit PDF files using Firefox’s built-in viewer. (Or you can launch it externally in Adobe Reader.)

If you don't get a blank tab or a prompt to download it, what happens?

If the bill is supposed to be display in a page (embedded), please check the left end of the address bar for any notification icons that could indicate a blocked plugin or insecure content. If you see mystery icons, you can click them for more information. Anything there?
