VPN for Window versions older than Windows 10?

I'm not very computer literate, so as they say, explain it to me like I'm five.  :-/

If the VPN is available for Windows 10, does that mean it's available for everything *up to* Windows 10? Or does that mean availability *begins* with Windows 10 and will only be available for Win10 updates & newer versions of Windows beyond Win10?
