I'm experiencing a bug with Firefox Desktop: The "Homepage and new windows setting doesn't work correctly on the first launch of the browser. When opening Firefox for the first time, the configured tabs don't load.

However, when opening a second instance of the browser, the setting works normally, loading the defined tabs.

This indicates inconsistent behavior in the application of preferences on initial startup.
