Can't create a new window via the macos dock popup

I'm having the same issue. I'm on FF 53.0.3 on a Mac and for a while the popup menu from the Dock showed the "New Window" option, but now its gone. This happened on the previous version of FF too. Rebooting doesn't seem to help. Any suggestions would be appreciated.

btw - command-N does still work, as does the File->New Window menu option.
