How do I turn off the pop-up blocker for one site, or for all?

First, please update to Firefox 31. Update Firefox to the latest release. the version you are using (23) is VERY out of date and insecure. After that, please read Pop-up blocker settings, exceptions and troubleshooting (Note you need to update first)
