That is protected by Cloudflare so you'd have to ask them. In general it might be a combination of origin, browser/system specifics, ISP, and usually/mostly your privacy tweaks like addons tampering with sites and tracking or fingerprinting protections.

Does the same happen in Private Window, Troubleshoot Mode or using a separate new Profile too?

I resolved the issue by turning off VPN. By accident, my VPN is on. Once I turn off it, I'm able to access ID.ME.
