No technical jargon: because data is kept using factory settings, so there's no special preference for that.
In case you have customized the behavior, you might be looking for exceptions to that, in "Privacy and security" › "History" › "Customize history" and in details there's "Settings" and "Manage exceptions" for your custom rules.
