I seem to have all the necessary requirements for download of Firefox, but I am unable to download. There is no "run" button, and when I click Save or Save As, it always fails to download.

Try this:

It is possible that Anti-Virus software is causing problems. Try to disable Anti-Virus software temporarily to see if that makes a difference.

Boot the computer in Windows Safe mode with network support (press F8 on the boot screen) to see if that helps.
