how can I run a downloaded program

I can't get downloaded programs to run. They won't download to programs- I'm the administrator but I get message I don't have administrator permission to download to programs. I'm trying to download Autocad DWF viewer. All virus and net protection i can find is turned off.

Try to download and save the Autocad DWF viewer to the desktop and then run the program via the right-click context menu as Administrator if you do not get a UAC pop-up to ask for elevated permissions.
