Firefox 4 has not yet been released, it is not due out till next year. Currently the only way to get the beta release (most recent is beta 7) is by downloading the setup file. The option to update from Firefox 3.6.* will only be made once Firefox 4 is released.

Download it on another PC and transfer by USB device, would that work?
