Default "Reply Above Quote" will not hold in Config. Editor for Outlook accounts using Owl

My outlook accounts opening through Thunderbird with Owl add-on assist will not hold the setting to "Reply above Quote." I change the setting in Account Settings and it reverts to below quote every time I reopen Thunderbird. I even changed it in the Config. Editor this way:

mail.identity.default.reply_on_top If the value is 0 then modify to say 1

I also tried changing each individual mail ID to 1. It reverts back in Config Editor every time I reopen, at both the default level and the individual ID level.

I've tried looking for a setting in Outlook that would be responsible but can't find anything. Is it the Owl Add On?

I suggest checking with Owl, as it works for me and there have not be other complaints on this.
