Win 10, restarting went on forever, then disappeared, have a blank screen, unable to re-start, unresponsive, how do I fix?

As stated, tried to re-start, but restarting went on and on, then the screen went blank. Unable to restart pc/laptop. Using trend micro. How do I "fix"? Thanks! No file
