Blue windows loading circle only in Firefox when hovering over URLs or in the address bar

Hello!

After updating my Nvidia Geforce Experience drivers I'm now encountering a weird mouse cursor error in Firefox only.

When I hover over an URL or go into the address bar my cursor changes to the windows loading/activity blue circle https://i.imgur.com/mnyy74m.png

In Chrome or any other browser I don't have that problem and links are the normal finger/hand cursor.

Also when trying to copy the text of an URL the cursor also keeps staying that blue circle.

I've tried to repair Firefox and uninstalled Firefox and installed it with a new setup. Also restarted my computer.

When I go into the Windows mouse settings and change the blue circle icon into another icon I can see that the change works. So Firefox somehow believes that Windows is working/loading something whenever I hover over an URL / go into the address bar.

Does someone have another tip? Is there a tool to delete all Firefox related files (maybe something is cached or a registry is corrupt?).

I use the newest Windows 10 update and newest Nvidia 3060ti drivers from today.

Edit: the Firefox safe mode also shows the same errors, so any addon isn't the problem.

Edit2: The loading circle seems to appears on literally everyhing that is interactable (for example just normal text, text boxes, links, images etc.) Interestingly enough the bookmarks work normally and I get the normal cursor when hovering over it.
