The option to connect other devices for syncing doesn't exist

I cannot sync my Windows and two Android devices. In order to scan the code from Windows on My Android, I need the 'Sync and save your data' option, and it's missing. I have checked the main Settings menu and the options on my account, but the only option related to syncronisation is 'Sync now', which is now useless. This is a recent problem, because I used to be able to sync all of them in previous versions. Is there any way around this problem?
