There no "upload" for bookmarks.html files, you need to import that type of bookmarks file.

Open the Library using { Ctrl + Shft + B } and use Import and Backup. Then select Import Bookmarks from HTML... Select the file you want to import then use Open.

yes that i meaning.i can't import html files that are created with xmark addon
