This section you posted in is about the Firefox Focus web browser which is free to using on Android and iOS/iPadOS devices. There is no one time fee or subscription to use.

Mozilla does have some subscription based products as in Mozilla VPN, MDN Plus, and the premium/plus versions of Mozilla Monitor, Pocket, Firefox Relay.
