it is already false. but after i did some other stuff where i found out i had bunch of junk drivers that i used command prompt to delete using a boot mode. i think it might have fixed it.
dism /image:c:\ /get-drivers (this is used to see the list of drivers)
and dism /image:c:\ /remove-driver /driver:[driver name].inf (this is used to delete the driver completely)
driver name is usually like oem1 - oem 50
