A small dialog should appear. Click Start In Troubleshoot(Safe) Mode (not Refresh). Is the problem still there?

Tried all of that, nothing worked. I do not think this is a problem on my end, because it started happening on two devices as soon as I installed version 91 yesterday.

Who are you using for dns? How about clearing your dns cache.
