It is possible that security software (anti-virus, firewall) is causing the problem. Try to disable security software temporarily to see if that makes a difference.

No...Tried that....Downloads continue until less than 1% from completion...then freeze. This has occurred only as I have upgraded form yes "XP"..which I never had this problem to Windows 7
