Why does the page down or space key scroll by less than a page when viewing a pdf?

When viewing a pdf with the built-in viewer, hitting page down or space bar scrolls it down by less than a full page, so that the top of the page processes down the screen. Is there a way to get around this?

Alternatively, I would like a viewing mode like the "Fit a single page" mode in SumatraPDF. Is that already available?

I also just learned about

   next page: n, j, right arrow key, click in presentation mode
   previous page: p, k, left arrow key, Shift + click in presentation mode

so I guess I can get used to those, but why should spacebar and pagedown behave differently than "next page"?
