Instead of checking the "Open previous windows and tab", you need to uncheck that to prevent Firefox to open your previous tabs.

Do you have the restore from previous session setting on by chance? If so, you can disable the feature by going to the top-right corner menu > Settings > General > Startup > Uncheck the "Open previous windows and tabs" option.
