Could you describe what you are trying to accomplish in more detail?
For example, is this in a corporate/business context where you don't want employees to be able to install unapproved add-ons?
Or is a page on the Add-ons site opening on its own without explanation?

The first option Is it possible to block the page for every user of a computer, including myself (the administrator) ?
Hello, You can add this extension called 'blocksite' and block any site you want. source : https://addons.mozilla.org/en-US/firefox/addon/blocksite/

You might not be able to block someone from requesting installation of an XPI file by direct or indirect means, but in theory you can block all but approved extensions from installing. Take a look at Policy for Extensions and ExtensionSettings to see whether these suit your needs:
