I just want the UI in Firefox itself to be dark, without the browser assuming I want it to make websites switch themes. How do I get it to behave?

It is not possible to do this at the moment. What you can do is set Firefox for Android to use the light theme, but also use one of the included wallpapers to darken the homepage a little.
