When I start firefox the startup page is file:///C:/ProgramData/SearchRestore/restore.htm. What is causing this? My antivirus hasn't flagged anything

Did you try https://support.mozilla.org/en-US/kb/how-to-set-the-home-page
It is set to Mozilla home page

I deleted the Test Pilot addon and that seems to have resolved it. The tab did not appear when opening FF.
