Firefox is slow!
It would be awesome to see a lighter version of Firefox made by Mozilla, one that would run acceptably on a Pentium 4 system with 512mb of ram and one process in the background as an example.

That will not happen for something that old. They can't turn back time on Browser improvements. Your choices are to upgrade the O/S and Hardware or get a new Windows system that can handle FF requirements to run without problems.
Note that current Firefox Quantum releases run much faster then older Firefox version. You can disable specific features that use more memory and set the number of content processes to 1 or disable multi-process entirely in case you run into memory issues.
