I use Firefox for only one feature, which none of the other dimwit companies bother implementing (save Google, who are, well, i don't want to start ranting, so let's not get into that!). The feature is color customizing (I'm distractable and glare-sensitive so white text on a gray is a big deal to me). But the one aspect which i hate, because I'm a green, is its power use. And don't tell me it's due to add-ons, because i've disabled all my addons and it still happens, and it happens when i just start up so it's not build up. This spike to 25% (always 25%!) has happened to me over multiple versions for years- it's a built-in FireFox bug, so please please please don't blame it on others. Just FIX IT! I use FireFox as little as possible and the second some other maker adds white text, i'll ditch Firefox. Because Mozilla, like all institutions suffers from NIH. (Not Invented Here.)

If you have a quad core processor then 25% CPU can mean that one core is maxed out to 100%. If those are short spikes and only happen in a few cases like when opening a website or starting a specific task then I wouldn't worry.

What use would a (fast) computer be if you can only use it at one to five percent of its capacity (with a car this would be walking or bicycle speed)?

Can you give more detail when you see this happen?

Can you attach troubleshooting information to see whether this gives a clue?

Happens every time. Not short spikes- continuously. Troubleshooting information? Sorry, i've already moved on, due to instability, continuous bugs (? - dunno- could be deliberate Mozilla design- i just notice that FF continually 'shifts position'... toolbars appear and disappear etc. etc..... it's a lot like Windows! :) ) already annoyed me a lot. Mozilla is spoiled by third-party add-on coders... and version change-itus (new versions inevitably mean some extensions break. Particularly egregious example: still'italic text' no native bulk downloader!??? One parting observation: why am i so sure it's not just my system and/or my errors? Because problem persists over hardware changes, OS reinstalls, and multiple versions of FF. Final example: i switched to Firefox Light (based on 2015 FF) and problem instantly disappeared! Rather suggestive, don't you think? PS: I don't recommend "Light" either- it has major security problems (thinks many sites are improperly configured, bars access). I settled on Vivaldi. Blah, but uses Chrome extensions and typically 1% of cpu. I still regard Opera 12.15 as the nearest to ergonomic heaven, and cpu-efficiency i've ever encountered and would use only it if not for its notorious incompatibility with many websites.
