Firefox doesn't use the HOSTS file with proxy PAC configuration

I observed on my computer (Windows 7) that Firefox (62.0) doesn't use the HOSTS file if a proxy auto-configuration file have been set.

For instance, if I add "0.0.0.0 facebook.com" & "0.0.0.0 www.facebook.com" in the HOSTS file, I can't ping them from the console, but I can reach them by using Firefox.

I need to specify a PAC file in my organization, but I would like Firefox uses HOSTS file before using the PAC script.
