Firefox ESR 52.4.1 not displaying websites in remote sessions.

We have four servers users access via Xenapp. When users access 1 of the servers Firefox will not load webpages. I have uninstalled and reinstalled. Pages will load if I am accessing the server directly. If I access the server via Xenapp or via RDS pages will not load. Hardware acceleration is disabled for all users. Pages will not load in safe mode. Pages will load if I reset Firefox instead of selecting safe mode. Then the behavior returns the next time I load Firefox. Behavior persists through logoff/logon and server reboots.
