I have refered to the other webpages on how to fix this issue but still have not been able to fix the problem. I was having issues with my computer and restored it to factory default settings I downloaded firefox with internet explorer and attempted to download the essentials like Adobe Flash once the download was saved into the ongoing downloads it would not allow me to open it. After that I went back to Internet explorer to find that I was not able to open google but I was able to open bing so I went to the adobe website to download and it was almost scattered with no option to download. So I came back to Firefox to troubleshoot the problem and was unable to locate a solution. I have tried the about:config solution and I could not find the preference browser.download.manager.scanWhenDone pref, and the only thing I have on this computer which is a thinkpad windows 7 is the windows security and I have a program Active Protection System which is disabled. Any ideas or solutions would be helpful thank you

As a test, disable your protection programs.

Start your Computer in safe mode with networking. Is the problem still there?

Hmm, you mentioned that you are running Windows 7, but your Firefox is reporting to the forum that you run Windows XP. If you set Firefox to run in backwards compatibility mode, please turn that off, since Firefox generally works well with Windows 7. Here's how (either):

  • right-click your Firefox desktop shortcut > Properties
  • right-click its pinned taskbar icon, then right-click Mozilla Firefox > Properties

In the Properties dialog, click the Compatibility tab and make sure nothing is set/selected on this tab.

Oh, one thing about Flash. There are different Flash players for different browsers: IE uses an ActiveX control and Firefox uses a "Netscape-style" plugin. When you use the general download page, Adobe auto-detects your browser. To download exactly what you want, you can use the following page:

https://www.adobe.com/products/flashplayer/distribution3.html

Ignore the stop sign section and scroll down to the first table. Either the EXE or the MSI installer should work fine.
