I am still having this problem even with version 21.0. I have had to do a full install again and again for every update :-(
Create a new profile as a test to check if your current profile is causing the problems.

Profile Backup and Restore
Boot the computer in Windows Safe Mode with network support (press F8 on the boot screen) as a test to see if that helps.
