window will not open unless I quit Firefox and start again

When I try to open Firefox from a link in an e-mail or even from the dock, the toolbar comes up but a window doesn't open, even if I pull down File to New Window. I have to quit Firefox and open it again from the dock.

Also, File/New Window doesn't work when I already have a window open.
