VPN doesn't launch 100%

Hello, I installed the vpn a couple weeks ago and kept the .msi file for convenience. I formatted my computer yesterday and reinstalled windows. I'm installing programs today and I ran the saved .msi for the vpn. It seemed to install ok but when I try to launch the program, I don't get the GUI. In task manager, I can see it's running. But, I need to be able to bring up the GUI. I already tried uninstall/reinstall, but same results. Please help, thanks!
