in the "blocking sender" help, it says to add another I must press the '+' button. Where is it?
I created the filter "blocked emails" and want to add another sender. I cannot find the '+' button or find the filter I made. Please help.

In that menu it is menu/message filters/message filters. (In the top menu, which you may have turned off, it is Tools/message filters.)

Tools/Message Filters (press Alt if the Menu Bar with Tools is hidden), then click the button with the + (marked in red in the picture). If you make the filter From is in my address book, and create an address book such as test3 with the blocked senders, it's easy to add new senders to test3 by clicking the star (twice) in the Header Pane.

I've attached a shot of my Tools window. There is no '+' button there.

I have the same problem. I do not get the same screen as what is indicated by the "red dot" in one of the replies. Here is my Tools, Message Filters screen:
