Deleting cookies not moved to exception list, why?

There used to be a combination of Tools/Options/Privacy settings that ensured that cookies deleted from the Show Cookies list would automatically appear in the Exceptions list as Blocked. This features seems to have disappeared or the settings no longer work (or I forgot the correct combination; although I tried them all) What is the answer?

You need to create a new Boolean pref on the about:config page via the right-click context menu because this pref doesn't exist by default.

I posted the second link, so you can verify that the pref is present in the code of the current release.

First reference appears to be way out of date (no network.cookie.blockFutureCookies paremeter in about:config. Second reference is incomprehensible.
