Reply answers to all of the To: people in the email. If there are 5 they all get a reply. it does not include CC recipients, reply all does.
Nothing replies to BCC as they are not listed anywhere to reply to.

C'est un bug de la v. 24.4 : Si vous voulez répondre à un seul destinataire (à celui qui vous a adressé le message), vous cliquez sur <répondre> Mais le résultat est identique à <répondre à tous> La fenêtre du message à rédiger qui s'ouvre contient la liste de tous les destinataires présents sur le message précédemment reçu.

All I know is I click reply to a message and the only person in the reply is the sender.
Have you tried Thunderbird with add-ons disabled? Help menu (Alt+H) > restart with add-ons disabled. at least eliminate add-ons as the cause.
