You can find the Import menu entry in the Bookmarks Manager (Library)

Bookmarks > Show All Bookmarks > Import & Backup > Import Data from Another Browser
http://kb.mozillazine.org/Import_bookmarks

Thanks, I found it. It just doesn't seem intuitive: I have to Show All Bookmarks, get the secondary menu, then mouse-over the Star, THEN import.
