Using Windows XP SP3 on an eee 901 running an Elantech touchpad with Elantech ETDware 7.0.3.8, I experience very jerky two-finger scrolling. Using two fingers to scroll only moves the page a couple lines, usually. This feature works smooth in other applications.

Happy to test other settings on my machine to see if I have the safe problem. Worked smooth in Ubuntu 8.04, 8.10, 9.04 and 9.10

I believe touch support is still very much under development for Firefox, so the current implementation may not be as good as other applications. I never used Firefox in a touch screen device (except for Firefox Mobile), but I do know full touch screen support (including multi touch) is one of the targets for Firefox 4.0.
